Cochise County Jail Overview
Cochise County Jail is operated by the Cochise County Sheriff's Office Detention Division. The official Detention Division materials describe the division as responsible for maintaining custody of pretrial prisoners and carrying out the judgments of the courts. That role makes the Bisbee jail the main place to confirm local custody after arrests by the sheriff, city police departments, marshals, DPS, and other agencies that use the county detention system.

Cochise County Jail Capacity
The county jail was originally designed for 168 prisoners and later modified to hold as many as 302 inmates, according to Cochise County Jail District materials. The 2025 jail planning study reported a 2024 average daily population of 297.9 and an October 3, 2024 snapshot of 206 inmates. These figures apply to the county jail system and should not be mixed with ASPC-Douglas state-prison population figures.
The building-age issue is central to county planning. Jail District materials describe the current jail as about 40 years old, with safety, power, plumbing, technology, leak, and repair concerns. The NIJO assessment cited in the research says the facility has outgrown the building maintained since 1985 and recommends a larger corrections facility rather than a simple renovation.

Cochise County Jail lookup now works through direct custody confirmation and records requests. The sheriff's public-information page says the office no longer posts the public "Mugshot" and "Inmate List" online after legal review of Houston v. Maricopa County. A missing inmate-list page should not be treated as a temporary outage or a hidden search portal. Cochise County Jail Visits
Public jail visits are scheduled online and use county video visitation centers or home video visits. Official detention materials list public video visitation locations in Douglas and Sierra Vista. Visits for either public location must be scheduled 48 hours in advance, and jail and court security staff do not assist with public visit scheduling. General population inmates are limited to two public or free visits per week. County-recognized holidays require visits from home because county offices are closed.

Cochise County Jail Mail
Since March 16, 2026, standard nonlegal friends and family mail is routed through the scanned-mail address listed by the sheriff. The envelope must include the inmate name and inmate ID, Cochise County Jail, AZ, PO Box 76550, Highland Heights, KY 41076. Legal mail, lawyer mail, and money orders go to the physical jail address at 203 North Judd Drive in Bisbee. Mail sent to other addresses can be rejected.

Inmates cannot receive incoming calls through the CPC/InmateSales system. The outside party must wait for the detainee to call. Accepted video-account ID forms listed in the research include driver's license, state ID card, and passport.
Cochise County Jail Booking
The sheriff site does not publish a full step-by-step jail intake policy, but the 2025 jail planning study describes an Intake, Release and Transfer area for processing inmates into and out of the jail. A typical local sequence is arrest, transport, pre-booking security, identity and warrant review, property inventory, medical and mental-health screening, fingerprints, booking photograph for law-enforcement records, classification, housing, court, release, or transfer.
The planning study gives local context for why intake is under pressure. It reports high levels of medical, mental-health, addiction, educational, homelessness, and reentry needs among the jail population. It also says the current jail lacks treatment-program space. The new facility program includes clinical services, medication storage, mental-health and specialized housing, program rooms, visitation, attorney-client interview rooms, food service, laundry, and reentry staff areas.

For booking photos, use the sheriff records process rather than commercial mugshot pages. The sheriff no longer posts mugshots on the website. Arizona public-records law allows access to many records during office hours, but privacy, safety, juvenile, victim, witness, investigative, sealed-record, and court-order limits can affect release.
